Public consultation now open on Proposal P1066 – Review of young child formula

The Proposal P1066 is considering whether regulatory requirements in the Australia New Zealand Food Standards Code (the Code) for young child formula, commonly referred to as toddler milk, should be updated.

Young child formula products are currently regulated as formulated supplementary foods for young children aged 1–3 years. The review follows a request from the Food Ministers’ Meeting in November 2024 in response to market developments.

FSANZ has considered the role of these products, available scientific evidence, international regulatory approaches and current market practices.

Early findings indicate there is a need for clearer regulatory requirements to ensure product composition, labelling and representation align with the intended purpose of these products.

Proposed approaches include introducing a specific product definition, stand-alone provisions within the Code, revised compositional requirements and strengthened labelling measures to support safe use, improve consumer information and reduce the potential for confusion.

This is the first opportunity for stakeholders to provide feedback on the proposal and the work completed to date. Consultation feedback will help inform next steps, including whether FSANZ progresses to draft a variation to the Code.

Submissions close July 7, 2026.
