PMFBY can cover wild animal crop losses, clarifies Centre

The Central Government has clarified that crop losses caused by wild animals can be covered under the Pradhan Mantri Fasal Bima Yojana (PMFBY) as an add-on insurance cover, provided the concerned State Government opts for it and bears the additional cost.
In a written reply in the Lok Sabha on Wednesday, Minister of State for Agriculture and Farmers’ Welfare Ramnath Thakur said PMFBY, launched in 2016-17, is voluntary for both States and farmers. The scheme provides comprehensive insurance coverage against crop damage caused by non-preventable natural risks from the pre-sowing stage to the post-harvest period for crops and areas notified by the respective State Governments.
He explained that crop losses caused by wild animals were not originally covered under the scheme, as such incidents were considered preventable in nature. However, following requests from the Ministry of Environment, Forest and Climate Change and several State Governments, States have now been permitted to notify wild animal-related crop losses as an add-on cover based on individual assessment. The operational guidelines of PMFBY include a detailed protocol for providing this coverage.
The Minister also stated that inundation is covered as a risk under PMFBY for all notified crops. However, for hydrophilic crops such as paddy, jute, mesta and sugarcane, inundation coverage is available under the scheme except in cases of localised claims.
