PACS, dairy, fisheries and multipurpose cooperatives strengthened in Odisha

A major expansion of cooperative societies across Odisha is underway as part of the nationwide effort to deepen the cooperative movement and strengthen grassroots reach in rural India. The drive has seen a sharp increase in Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperative societies registered across the State, reflecting broad participation in the Government’s comprehensive cooperative strengthening strategy. 

Under the national plan approved on 15 February 2023, the objective is to establish and strengthen multipurpose PACS, dairy cooperatives and fisheries cooperatives in every gram panchayat and village across the country over the next five years. This initiative, spearheaded through the convergence of multiple central schemes including the Dairy Infrastructure Development Fund (DIDF), National Programme for Dairy Development (NPDD), Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) is being implemented with support from key institutions such as the National Cooperative Development Corporation (NCDC), NABARD, NDDB and NFDB along with respective state governments. 

As of 15 November 2025, a remarkable 30,083 new cooperative societies have been registered nationwide under this scheme, while 15,793 existing dairy and fisheries cooperatives have been strengthened to improve service delivery and support to members at the village level. PACS now cover 255,881 gram panchayats, with dairy cooperatives present in 87,159 panchayats and fisheries cooperatives in 29,964 panchayats. 

In Odisha specifically, the cooperative expansion has made notable strides: 2,039 new societies have been registered, including 1,537 multipurpose PACS, 451 dairy cooperatives and 51 fisheries cooperatives, alongside strengthening of 209 dairy societies. In Puri district alone, 59 new cooperatives have been formed, spanning multipurpose, dairy and fisheries segments. 

This cooperative strengthening drive supports the National Cooperative Policy, 2025, which envisions robust development of cooperative institutions as engines of rural economic growth, social empowerment and enhanced livelihood opportunities for farmers and fisher communities. 
The expansion of PACS and sectoral cooperatives in Odisha highlights growing momentum in cooperative-led rural development, reinforcing the backbone of agriculture, dairy and fisheries economies at the grassroots level.
