NITI Ayog panel for doing away with licences, permits and NOCs

A high level committee of Indian Government think tank NITI Ayog has recommended end to licences, permits and NOC requirements for businesses.
The committee headed by former Cabinet Secretary Rajiv Guaba, as per reports, called for stable policies and tax structures in the country.
A sweeping reform is being advocated for Indian businesses through doing away with the licence raj, inspector raj, NOC requirements and replacing these with accreditation through third-party audits.
Besides, the panel also suggested a stable tax regime along with stable policies and assessment of compliance burden on businesses and enforcement burden on government.
On the licensing front, the panel recommended that the requirement should be limited to matters of national security, public safety, and similar reasons while registration may be required for maintaining of the database and not be subject to approvals or rejections.
It is learnt that the panel has advocated for a self registration based on minimal documentation along with a fixed timeline other than matters of national security and other similar reasons.
For inspections, the panel has called for a faceless inspection regime assisted by computers and random selection based on risk assessment.
The panel added that sudden change in policy matter should be avoided and a calendar should be introduced with fixed dates to make any updates in regulatory framework while detailed stakeholder consultations before implementation of new regulations is also identified as an essential element for a better business ecosystem in the country.
For compliance framework, the panel advocated for digital compliance framework wherein interoperability amongst the various ministries need to be created so that information once submitted shall not be required to be filled again.
The NITI Ayog report objective was to make the government move towards a trust based regulatory approach with efficiency and transparency which shall be equally beneficial to businesses and citizens.
