MoFPI not able to use funds; finds difficulty in getting eligible proposals

The Ministry of Food Processing Industries (MoFPI), for the last three fiscal years, was not able to use the budgetary allocations completely. In the last fiscal, the ministry utilised 75% of the funds provided by the Government.
It is learnt that for fiscal 2023-24 the Ministry could utilise 75.53% of the funds against the revised estimates while in 2022-23 it was 75.21% and in 2021-22 the utilisation was 87.46%.
According to the Ministry, the difficulty in getting sufficient number of eligible proposals for release of funds under Scheduled Castes Sub-Plan (SCSP), Tribal Sub-Plan (TSP) and North Eastern Region (NER) heads are the main reason for inability to fully utilise the funds under scheme heads.
However, the Ministry has mostly exhausted funds available under the General Head of the schemes.
An official said that in order to address these issues, the Ministry has made preferential provisions in the guidelines of schemes. The Ministry is regularly conducting virtual/ physical meetings with promoters/investors to assess the implementation of sanctioned projects and to find out issues/problems being faced by them. The Ministry has also written to the state governments, if required, to help promoters/implementing agencies in getting statutory approvals in a timely manner and to avoid unnecessary delay in implementation.
