J&K unveils multi-crore, seven-year dairy transformation plan to boost milk production

Jammu and Kashmir (J&K) has launched a major multi-crore dairy development plan to dramatically boost milk production, processing, and value-addition across the region. The roadmap spanning seven years (2026–27 to 2033–34) was presented at a high-level meeting chaired by Chief Secretary Atal Dulloo, with senior agriculture and cooperative department officials, and representatives of funding agencies like NABARD in attendance. 

Under the proposed scheme, the government aims to integrate more than five lakh dairy farmers into an organized, technology-enabled value chain. Key structural components will include setting up modern, automated milk-processing plants in major production zones and creating a decentralized network of milk collection, chilling facilities, and allied infrastructure. Each plant will be designed with an initial processing capacity expandable up to 1 lakh litres per day (LLPD), targeting coverage of at least 20 % of local milk production. 

Implementation will be through farmer-owned bodies: cooperatives, Farmer Producer Organisations (FPOs/FPCs), or Self-Help Group (SHG) federations, with technical and administrative support from National Dairy Development Board (NDDB) and the J&K Animal Husbandry Department. 

According to ACS-APD Shailendra Kumar, while J&K currently ranks eighth in the country in milk production (producing around 80 LLPD), only around 4 LLPD is processed a strikingly low share. The plan anticipates that with targeted interventions and a projected 6.55 % CAGR growth, milk production in the Union Territory could reach 50.74 million tonnes by 2031–32. 

The dairy initiative is expected to benefit rural producers significantly by ensuring better remuneration, stable demand, market access, and transparent systems potentially transforming livelihoods and fostering balanced geographical development across J&K.
