India and Russia deepen partnership in fisheries, animal husbandry, and dairy trade

India and the Russian Federation reaffirmed their "special and privileged strategic partnership" by significantly boosting cooperation in the fisheries, animal husbandry, and dairy sectors. The development followed a bilateral meeting between the Minister of Fisheries, Animal Husbandry & Dairying (FAHD), Rajiv Ranjan Singh, and Russia's Minister of Agriculture, Oxana Lut, held on the sidelines of the 23rd India-Russia Annual Summit.
The high-level talks focused on expanding mutual trade, resolving market access issues, and fast-tracking the listing of Indian establishments for exports. India, having exported fish and fishery products worth $7.45 billion in 2024-25 (including $127 million to Russia), proposed diversifying its exports to Russia to include products like shrimp, prawns, mackerel, tuna, and cuttlefish. Russia, which already ranks as India's second-largest shrimp importer, expressed readiness to accept a wider range of Indian products, including fish, meat, and dairy.
Technology Transfer and Research Collaboration
A major component of the discussion centered on technology transfer and research collaboration. India specifically sought Russian expertise in: • Deep-Sea Fishing Vessels and On-board Processing • Advanced Aquaculture Technologies, such as Recirculating Aquaculture Systems (RAS) and Biofloc. • Capacity building in value addition.
Both sides agreed to collaborate on coldwater fisheries, including trout, and genetic improvement in aquaculture. Furthermore, Russia showed interest in developing the trout market in India through a joint technical project. The Ministers emphasised that R&D cooperation including the exchange of officials, researchers, and students would be mutually beneficial, promoting innovation and strengthening food security.
The Indian Minister also urged Russia to expedite the registration process for pending establishments, including 12 major Indian dairy manufacturing companies, such as AMUL (GCMMF), seeking registration on the Russian Federal Service for Veterinary and Phytosanitary Surveillance (FSVPS) platform. To formalise these areas of cooperation, India proposed creating a structured mechanism through the finalisation and signing of a draft Memorandum of Understanding (MoU).
