Govt to launch nationwide workshops to implement amended VOPPA 2025, boost transparency in edible oil sector

In a major move to strengthen transparency and data-driven governance in the edible oil sector, the Department of Food and Public Distribution has notified the amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA 2025). To ensure smooth nationwide implementation, the government will roll out a series of capacity-building workshops across major edible oil–producing hubs.
The first workshop will be held on November 15, 2025, at the Soybean Oil Processors Association (SOPA) Auditorium in Indore, Madhya Pradesh — a key centre for the country’s oilseed processing industry. The session will highlight the importance of accurate data submission by industry players and offer hands-on demonstrations for registration on the National Single Window System (NSWS) and the dedicated VOPPA portal.
Officials said these workshops will guide producers on timely and error-free filing of mandatory monthly returns under the new regulation. Similar workshops will soon be conducted in other major states to ensure maximum industry participation. Alongside, the department will also conduct inspection visits and hold direct interactions with local edible oil units to encourage compliance.
Under the amended order, all producers of crude and refined vegetable oils, solvent-extracted oils, blended oils, vanaspati, margarine, and other specified products are required to register on the VOPPA portal and submit monthly data on production, imports, stocks, dispatches, sales, and consumption by the 15th of every month.
The government emphasised that registration is mandatory, and non-compliance will attract strict penalties under the Essential Commodities Act, 1955, and the Collection of Statistics Act, 2008.
Calling VOPPA 2025 a “collaborative reform,” the department said the initiative will help build a transparent, well-monitored and data-rich edible oil ecosystem, ultimately supporting India’s long-term national food security goals.
