Government charts strong growth in India’s fisheries sector

The Government of India has highlighted significant progress in the fisheries and aquaculture sector, driven by targeted policy measures and robust investment under various national schemes, the Department of Fisheries said in response to a question in the Lok Sabha.
Since 2015–16, programmes such as the blue revolution, fisheries and aquaculture infrastructure development fund (FIDF), Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Pradhan Mantri Matsya Samridhi Sah Yojana (PM-MKSSY) have been implemented with a total investment outlay of Rs 38,572 crore to develop the sector.
These efforts have yielded impressive results the annual fish production has more than doubled over the past decade, rising from 95.79 lakh tonnes in FY 2013-14 to an estimated 195 lakh tonnes in FY 2024-25, registering growth of over 100%. Similarly, seafood exports have surged from Rs 30,213 crore in 2014-15 to Rs 62,408 crore in 2024-25, representing growth of more than 107%, with value-added products now accounting for 11% of export share.
Under the PMMSY umbrella, fisheries development projects worth Rs 21,274.16 crore have been approved between 2020-21 and 2024-25, including a central share of Rs 9,189.79 crore. The scheme supports a wide range of activities across the value chain boosting quality fish production, aquaculture expansion, export-oriented species promotion, technology infusion, disease management, modern infrastructure, cold chains, fishing harbours and fish landing centres.
To build on these achievements, the National Framework on Traceability in Fisheries and Aquaculture 2025 was launched on World Fisheries Day recently as part of PM-MKSSY. The framework aims to establish an end-to-end digital traceability system across the fisheries value chain, ensuring regulatory compliance, food safety, quality assurance and enhanced consumer confidence. It will also facilitate market access for small-scale fishers and bolster exports.
The framework provides for a national level governance committee (NLGC) to guide implementation, and an adoption committee to recommend mechanisms for IT-based traceability adoption among stakeholders including fishermen, aquaculture farmers and related players, backed by training and capacity building support.
