Goa invites bids to redevelop Sanjivani sugar mill, plans Ethanol & ENA units under PPP model

The Directorate of Agriculture, Goa, has officially invited bids to redevelop the state’s only sugar mill — Sanjivani Sahakari Sakhar Karkhana (SSK) — under a public-private partnership (PPP) model, marking a major step toward reviving the long-defunct unit and aligning it with India’s ethanol-blending and biofuel ambitions.

Once a key economic engine for sugarcane farmers in the state, Sanjivani SSK has remained non-operational for several years due to financial distress and outdated machinery. The state government now aims to transform the facility into a modern, revenue-generating agro-industrial complex.

Under the proposed PPP arrangement, the selected private partner will redevelop, modernize, and operate the facility, with the option to establish an ethanol distillery and/or an Extra Neutral Alcohol (ENA) bottling plant. The redevelopment is expected to enhance sugar processing capacity while creating diversified income streams, improving long-term viability.

Officials said the move would not only revive sugarcane cultivation in Goa but also support the Centre’s target of achieving 20% ethanol blending in petrol, reduce dependence on fossil fuels, and boost local employment. Setting up an ENA bottling unit also offers scope for supplying high-purity alcohol to the beverage, pharmaceutical, and chemical sectors.

According to the bid document, interested companies must submit detailed proposals covering technical capabilities, financial strength, and a long-term operational plan. The last date for submission of bids is 28 November 2025.

If successfully implemented, the Sanjivani SSK revival could serve as a model for other small sugar mills across India struggling with operational inefficiencies and falling cane availability.
