FSSAI introduced new rules for 'non-retail' containers easing compliance burden

The FSSAI has notified new guidelines aimed at easing the compliance burden for food manufacturers while maintaining strict traceability in the supply chain. The 2026 labelling amendment introduces specialised rules for "non-retail" containers - the bulk units used for transportation rather than direct consumer sale.
Under the new norms, these bulk containers must be clearly marked as "NON-RETAIL CONTAINER - NOT FOR DIRECT SALE."
While essential data like the FSSAI licence number and batch details must remain on the physical package, the regulator now allows secondary information, such as ingredient lists and net quantity, to be provided through accompanying documents or electronic means. This shift is expected to speed up logistics for large-scale food businesses.
“In the case of a non-retail container used as a food transportation unit that is not amenable to possess a label, all the information required under sub-regulations (1) and (2) of regulation 10 (of the Food Safety and Standards (Labelling and Display Regulations) shall be provided in the accompanying documents or through appropriate other means (e.g. electronically between food businesses) and shall be effectively traceable to the food in such containers,” reads the notification.
Additionally, the notification says that information and the statements required to appear on the label by virtue of these Regulations or any other Regulations shall be clear, prominent, readily legible and applied in such a manner that any tampering with it will be evident.
