Brandy made from sources other than molasses - FSSAI postpones new norms

The proposed labelling requirement for Indian brandy - ‘Indian Brandy (Made from Molasses Spirit)’ - may not remain the same as FSSAI has decided to postpone the implementation of labelling norms for Indian brandy for an indefinite period after receiving comments from stakeholders. One of the key comments pointed out that brandy is widely made from sources other than molasses.

Previously, FSSAI had decided to implement the Food Safety and Standards (Alcoholic Beverages) Regulations, 2018, wherein time period of labelling of Indian brandy as ‘Indian Brandy (Made from Molasses Spirit)’ and use of unused old labels and printed cans were extended up to March 31, 2020.

Dr Shobhit Jain, Executive Director, Compliance Strategy/Training, FSSAI, explained that after due consideration, “It has been decided that the use of implementation of the labelling of Indian brandy as ‘Indian Brandy (Made from Molasses Spirit)’ is further extended till final notification of FSS (Alcoholic Beverages) Standards - Amendment Regulations.”

He stated that comments were received from stakeholders on the amended regulations, which were out in July 2019, and FSSAI received several suggestions to change the labelling requirement of Indian brandy from the proposed ‘Indian Brandy (Made from Molasses Spirit),’ because brandy is widely made from sources other than molasses.

“Based on these comments the labelling requirement is being revised in the finalisation of the said draft notification. However, as the notification of said final amendment regulation will take time, the representations were also received stating that they have to register the label with the respective state government’s excise department well in advance for timely printing i.e. in January for the next excise year and requested to extend the time period for implementation of the labelling of Indian brandy as ‘Indian Brandy (Made from Molasses Spirit,” said Dr Jain.

FSSAI in July last year released draft notification to amend the Food Safety and Standards (Alcoholic Beverages) Regulations, 2018, prescribing standards for Alcoholic Beverages, which were not part of the previous notification, released in April last year. The draft prescribed standards for the tolerance limit for ethyl alcohol content, and standards for Indian brandy along with labelling norms amongst others.
