APEDA invites feedback on procedures to regulate import of NOP certified ingredients

The Agricultural and Processed Food Products Export Development Authority (APEDA), has invited public feedback on proposed draft procedures to regulate the import of USDA National Organic Program (NOP) certified ingredients.
The new guidelines target organic goods brought into India for processing and value addition that are strictly destined for re-export to the United States.
The move follows several industry requests to amend an advisory issued in February 2025, which clarified that these specific imported ingredients could only be used for multi-ingredient products heading back to the US market.
Under the current eighth edition of the National Programme for Organic Production (NPOP) regulations, which went into effect in July 2025, imported organic ingredients are permitted for manufacturing provided they comply with the importing country's strict guidelines.
To address trade demands while ensuring compliance, APEDA has formulated distinct regulatory means based on processing locations and raw material percentages, on which the stakeholders may comment.
The first procedure covers manufacturing setups where the total volume of imported ingredients in the final product does not exceed 30 percent.
The remaining two procedures establish oversight for units where imported ingredients exceed the 30 percent threshold, separating rules for NPOP-certified organic processing facilities located inside Special Economic Zones (SEZs) from those operating within regular Domestic Tariff Areas (DTA).
Trade stakeholders, organic exporters, and industry experts have been granted a 21-day window from the official release of the notification to submit their comments and feedback on the draft rules through the government's official submission portal.
