APCCIF for open-ended food processing policy, incentives for standalones

The food processing subcommittee of AP Chambers (Andhra Pradesh Chambers of Commerce and Industry Federation) recently held a meeting deliberating on issues governing the growth of food processing industry in the state Andhra Pradesh.

The meeting was held under the chairmanship of Potluri Bhaskara Rao in the background that the future of the farming community depends on the success of the food industry as the state’s prosperity is predominantly linked to the growth of incomes in the agrarian sector.

As per a press release, the committee made the following suggestions to the government for the development of food processing sector:
  • The food processing policy 2015-2020 has to be open-ended and incentivise the standalone FP units continuously.
  • Inadequate access to credit is a major concern. Government should set up separate financial institution for financial needs in lines with National Housing Bank, Mudra Bank etc. to cater to the credit needs.
  • NABARD should consider direct lending to standalone food processing units as being extended to the units coming up in designated food parks.
  • The food processing industry is to be insulated against the volatility in power tariff at least for a minimum period of 5 years.
  • Tax holiday for food processing units for a period of 10 years for sustainable growth in the sector.
  • Government should develop model agriculture villages and set up farmers produce organisations to ensure production of processable variety of crops.
  • Government should set up Mango and Banana board on pattern of Coconut/Rubber boards.
  • A task force empowered committee with all stakeholders like horticulture department, marketing, APEDA, CFTRI, DGFT, and trade bodies may be formed to address the challenges and promote the industry.
  • Establishment of an exclusive marketing network with an apex body (under food processing society) at state level to support the food processing industry. The state support is required to capture the world market.
  • Cargo facility with reefer containers at airports is to be provided for domestic and international exports. The international connectivity is to be hastened up.
  • The state needs institutions like IICPT (Indian Institute of Crop Processing Technology), NIFTEM (National Institute of Food Technology & Entrepreneurship Management) to support the industry. There is need for CFTRI regional office in the capital area.
  •  Food processing has to be accorded industry status.
  • GOs on 24x7 working, women in night shifts, flexibility in employment conditions etc. as announced under the policy are to be issued.
  • The industry is to be declared as public utility under ID Act 1947.  
The other members present at the meeting were Potluri Bhaskara Rao, chairman, sub-committee on food processing; Cherukuri Samba Siva Rao; N Sundeep; V Vamsi Krishna; M Adi Shankar; P Ram Mohana Rao; G L Swamy; B S Chalapathi Rao; and Vijay Kumar.
