ICAR reviews 28 action points from Chief Secretaries meet

The Indian Council of Agricultural Research (ICAR) reviewed the progress of nine committees constituted to address 28 action points emerging from the 5th National Conference of Chief Secretaries held in December 2025.
The review meeting was chaired by Dr M. L. Jat, Secretary, Department of Agricultural Research and Education (DARE) and Director General, ICAR. The committees are working on initiatives aimed at strengthening human capital for Viksit Bharat, with a focus on higher education, skills, innovation and capacity building.
Dr M. L. Jat called for evidence-based, measurable and implementable recommendations to strengthen human capital and higher education. He emphasised that the recommendations should be supported by relevant data, documented evidence and best practices to ensure effective implementation and measurable outcomes.
Dr Yashpal Singh Malik, Deputy Director General (Agricultural Education), ICAR, highlighted the need for coordinated efforts among the committees to address the identified action points within stipulated timelines. He stressed the importance of translating the deliberations of the National Conference of Chief Secretaries into concrete and actionable outcomes.
During the meeting, Member Secretaries of the nine committees presented progress on their respective action points, covering achievements, identified gaps and proposed recommendations. Discussions focused on strengthening the recommendations through data, evidence and best practices.
The review also assessed areas requiring further attention and encouraged convergence among ongoing initiatives related to higher education, skills, innovation and capacity building.
The meeting concluded with an emphasis on the timely submission of evidence-based, measurable and implementable recommendations by the committees for further consideration and action
