Basmati exporters demand separate board to boost global trade & farmer interests

Basmati rice exporters have renewed their demand for the creation of a separate Basmati Development Board, arguing that a dedicated body is essential to protect India’s premium rice exports and safeguard farmer interests amid rising global competition.

According to industry stakeholders, the current regulatory and promotional framework does not adequately address the specific challenges faced by the basmati segment, which differs significantly from non-basmati rice in terms of cultivation zones, quality standards, export markets and branding requirements. Exporters believe that a focused board could streamline policy decisions, ensure better coordination between the Centre and producing states, and strengthen India’s positioning in key international markets.

India is the world’s largest exporter of basmati rice, with major markets including West Asia, Europe and the United States. However, exporters point to persistent issues such as fluctuating export policies, residue-related concerns, and growing competition from Pakistan as factors that require specialized oversight. A separate board, they say, would help in maintaining quality standards, addressing sanitary and phytosanitary barriers, and building a stronger global brand for Indian basmati.

Industry representatives have also highlighted the need for enhanced research and development, better traceability systems, and sustained promotional campaigns in overseas markets. They argue that a dedicated institution could focus on these priorities while also supporting farmers through improved extension services and price stability mechanisms.

The demand comes at a time when agricultural exports are under increased scrutiny, and policymakers are balancing domestic food security with export growth. Exporters maintain that a separate basmati board would not only boost foreign exchange earnings but also ensure long-term sustainability of the basmati value chain, from farm to global retail shelves.
