The Government of India has significantly increased the budget allocation for the Department of Agriculture & Farmers’ Welfare (DA&FW), rising from Rs 21,933.50 crore in the 2013-14 fiscal year to Rs 1,27,290.16 crore in the 2025-26 budget estimates. This substantial enhancement reflects the government’s continued emphasis on strengthening the agricultural sector and supporting farmers across the country.
Presenting this data in a written reply to the Lok Sabha, the Minister of State for Agriculture & Farmers’ Welfare, Ramnath Thakur, highlighted that the increased allocation has been complemented by a portfolio of schemes and programmes targeted at improving farmer welfare, boosting agricultural productivity, and expanding income opportunities for farming households.
Among the key initiatives supported under the expanded budget are flagship programmes such as Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), Pradhan Mantri Fasal Bima Yojana (PMFBY) and the Restructured Weather Based Crop Insurance Scheme (RWBCIS), which offer direct financial support and risk mitigation to farmers. Other notable schemes include the Agriculture Infrastructure Fund (AIF), Formation and Promotion of Farmer Producer Organisations (FPOs), and the National Mission on Edible Oils, designed to build both scale and resilience in various agricultural value chains.
The enhanced budget also supports efforts in natural farming, soil health management, crop diversification, agroforestry, and digital agriculture, reflecting a holistic approach to sustainable agricultural development. Additionally, initiatives such as the National Bee Keeping and Honey Mission (NBHM) and the Agri Fund for Start-Ups & Rural Enterprises (AgriSURE) aim to foster innovation and entrepreneurship in rural areas.
The ministry noted that the convergence of these schemes has contributed to measurable improvements in farming outcomes. According to surveys conducted by the National Sample Survey Office (NSSO), the estimated average monthly income per agricultural household increased significantly between 2012-13 and 2018-19, illustrating progress in rural livelihoods over time.
The expanded budget allocation and comprehensive support framework underscore the government’s commitment to empowering farmers, enhancing agricultural productivity, and building a more resilient and prosperous agricultural sector in India.
