The FSSAI has issued an order for implementation of the policy for auto generation of licences and registration in case of non- response by authorities within stipulated time for manufacturers or processors of standardised food products.
The order will be implemented with immediate effect, which will help in auto generation of licences and registration for such food businesses, if the authorities do not respond within the stipulated time.
In the order, the FSSAI stated that on further reviewing the policy for auto-generation in case of non-response by the concerned authority within stipulated time, the Food Authority has decided to extend the policy for auto-generation of licences and registrations, to following kind of businesses: Manufacturers/Processors of Standardised Food Products under - General Manufacturing, Dairy Processing and Vegetable Oil Processing.
Background It is pertinent to mention here that the FSSAI has fixed the timeline for the generation of the licence or registration. For issue of registration, on the 8th day of filing of application if no action has been taken by the Registering Authority in 7 days from the day of submission of application for registration.
For issue of licence, 61st day of filing of completed application, if no action has been taken by the licensing authority on application for licence after issuance of application ID for 60 days. Also, if any application for licence remains unaddressed in DO’s (Designated Officer’s) bin for more than 75 days, licence will be issued on the 76th day of filing of initial application.
For rejection of the FBO’s application, the FSSAI says that on 31st Day from the application is sent back to the FBO for replying to the queries asked by the licensing authority and FBO fails to reply within 30 days.
The order came into force on April 30, 2019, after FSSAI got representation from the stakeholders on the subject of delay in issuing of licences or registration.
However, the decision was suspended during the lockdown of last year with effect from April 13, 2020.
And a revised policy of auto generation and rejection of licence or registration based on Kind of Businesses other than manufacturer was framed and implemented from Feb 2021.
