MoFPI issues operational guidelines for cold chain scheme under PMKSY

The ministry of food processing industries (MoFPI) has issued operational guidelines for the scheme of integrated cold chain and value addition under the Pradhan Mantri Kisan Sampada Yojna (PMKSY). These guidelines were made effective by March 1, 2018.

Sixty cold chains will be built under the scheme. These, together with the other scheme of cold chain development (wherein 240 cold chains are under consideration), put the number at 300. The revised guidelines will be applicable to the Expression of Interest (EoI) issued by the ministry for taking up new integrated cold chain projects prospectively under the PMKSY.

J P Meena, secretary, MoFPI, said that PMKSY was an integrated plan for various schemes, including that of cold chain projects.

“This is a major initiative of the government to strengthen backward linkages. These guidelines were for the plan of creating cold chain infrastructure. And the ministry will be financing and incentivising, given the fulfillment of the conditions in the guidelines,” he added.

Under the guidelines, infrastructure, including the facilities at the farm level, distribution hub, refrigerated vans, irradiation facilities, etc. will be eligible for grant-in-aid.

They added that a proposal would have to obtain a minimum of 60 marks in order to become eligible for consideration of grant-in-aid. Maximum grant-in-aid would be Rs 10 crore per project.

“The grant will be restricted only to the plant and machinery and technical civil work created subsequent to the submission of the proposal,” they said.

According to the guidelines, 20 marks is for suitability of location, project site and status of possession of land, 10 marks each are for experience in cold chain/food processing, economic viability of proposal and backward/forward linkages and 15 marks are for proposed investment in cold chain components, which were amongst the 12 components that offered marks for the proposal.

Pattern of assistance
The guidelines stated that the scheme will have two types of patterns of financial assistance, which are as follows:

(a) For storage infrastructure, including pack houses and pre-cooling units, ripening chambers and transport infrastructure, grant-in-aid at 35 per cent for general areas and 50 per cent for the North-Eastern states, Himalayan states, islands and Integrated Tribal Development Projects (ITDP) areas, of the total cost of plant and machinery and technical civil works will be provided.

(b) For value addition and processing infrastructure, including frozen storage/deep freezers associated and integral to the processing, grant-in-aid at 50 per cent for general areas and at 75 per cent for the North-Eastern states, Himalayan states, islands and ITDP areas will be provided.

(c) For irradiation facilities, grant-in-aid will be provided at 50 per cent for general areas and at 75 per cent for the North-Eastern states, Himalayan states, islands and ITDP areas.

The ministry will soon invite applications for the setting up of cold chain under PMKSY.
