FSSAI issues notification stating SOP for reused oil-compliant cos

The Food Safety and Standards Authority of India (FSSAI) has issued a notification stating the standard operation procedure (SOP) and a checklist for the issuance of a logo to food businesses that are reused cooking oil-compliant.

The logo is called ‘I am RUCO- (repurpose used cooking oil) compliant’, and shall be given to those FBOs (food business operators) that are RUCO-compliant, which will be decided based on a checklist.

The notice said, “The sticker will be awarded to the FBOs and food service establishments by the respective food safety departments of the states and Union Territories by verifying the requirements given in the checklist.”

The checklist includes 16 parameters, based on which the state food safety departments would issue the RUCO sticker to a FBO.

The parameters include:
    • Name of the FBO
    • FSSAI licence
    • Premise address
    • Contact information
    • E-mail
    • If cooking oil is used for frying (Yes or No)
    • Specify the name and type of cooking oil
    • Is the same cooking oil is used for repeated frying
    • If yes, how many times is the same oil used for frying?
    • Is this oil filtered after each frying batch?
    • Is the used cooking oil topped up with fresh oil?
    • Does the facility ensure that vegetable oil having Total Polar Compound (TPC) more than 25 per cent is not used?
    • If TPC measuring equipment is used, is the staff trained to use and clean it?
    • Does the facility store used cooking oil separately from fresh oil with proper labelling?
    • Does the facility ensure that the used cooking oil is collected by aggregators authorised by biodiesel manufacturers enrolled with FSSAI? If yes, is the name of the aggregator to whom the oil given?
    • Does the facility maintain used cooking oil disposal record as per FSSAI direction dated January 30, 2019?

Further, the FBOs to acquire the RUCO sticker, they need to mandatorily give answers to Questions 10-16 .

The notice said, “The FBO can be awarded a RUCO compliant sticker only if the response to Questions 10, 12, 13, 14, 15 and 16 is Yes and Question 11 is no. Non-compliance to any of the mandatory questions would lead to non-issuance of the RUCO sticker.”

The notice added that after award of the RUCO sticker, the stickers are required to be displayed by the FBOs at prominent places of their premise or establishment while the FBOs are required to apply for RUCO sticker as per the procedure stipulated under the SOP.

FSSAI had last year issued a notification directing the FBOs to maintain usage records of edible cooking oil, if the consumption was more than 50 litre per day. The notification also directed the FBOs to dispose the used cooking oil off to agencies authorised by the FSSAI or the state food safety departments.

Anuja Laghate, training and regulatory, Muenzer Bharat said, “Muenzer Bharat is one of the bio-diesel manufacturers from used cooking oil (UCO) and recognised by FSSAI.”

“If stickers are there, we will be able to know how good the FBO is, as there will be ratings in it. As per the FSSAI guidelines, the oil cannot be used for frying beyond 3-4 times, and no fresh oil can be added to such used oils with the limiting value of 25 per cent TPC, which means this oil can no more be used,” she added.

However, she opined that implementing this task would be tough.
