Non-dairy soya not allowed as raw material, ingredient in milk, products

The Food Safety and Standards Authority of India (FSSAI) has said that non-dairy ingredients like soya are not allowed as raw material or as ingredients in the manufacture of milk and milk products.
According to the FSSAI, however, use of some specific non-dairy ingredients is allowed in the manufacture of composite milk products like flavoured milk, flavoured fermented milk, fermented milk drinks, ice cream and shrikhand.
FSSAI has recently released FAQs on milk standards for food businesses. The FAQs, according to the FSSAI, is a kind of guidance note for the FBOs offering dos and don’ts vis-à-vis milk standards and quality.
Under the FSS (Food Products Standards and Food Additive) Regulations, 2011, milk is defined as the normal mammary secretion derived from complete milking of healthy milch animal, without either addition thereto or extraction therefrom, unless otherwise provided in these regulations and it shall be free from colostrum.
FSSAI says that since there are not any regulations specifying the differentiation of the milk based on type like A1 or A2, therefore there is no obligation for the FBOs to declare it. However, the FBOs need to specify the milk whether it is mixed milk, as defined under the FSS Act as any combination of species identified milk.
“These regulations also recognise ‘mixed milk, and further allow use of any combination of species identified milk in the preparation of full cream milk, standardised milk, toned milk, double toned milk and skimmed milk,” stated FSSAI while adding that in these kind of milks some adjustment with respect to fat and solids not fat (SNF) content.
Also, in accordance with the definition of milk under FSS Act, any milk sold under the name of a species like cow milk, buffalo milk, camel and goat milk should be in its natural form without any addition of milk solids or mixing of any other species identified milk.
FSSAI further clarifies that it does not allow use of melamine in milk and milk products.
